Samuel was educated at Tonbridge School (1874-1877), and at King’s College Hospital, London, where he qualified in 1883. He joined the R.A.M.C. as a surgeon, becoming Surgeon Captain on 30th May 1885. From 1886 to 1889 and 1891 to 1892 he served in Burma, then on 30th May 1897 was promoted to Major and served with a General Hospital during the Tirah Expedition 1897-1898. On 21st February 1901 he was seconded for service on the Staff of the Government General of Australia, and which he continued until 16th April 1902. On 30th May 1905, he grained further promotion to Lieutenant Colonel. Samuel entered the war in India in August 1914, and became the Assistant Director of Medical Services attached to the Indian Army. He became a Colonel on 1st March 1915. Samuel was buried in Chakrata Cemetery. He was the eldest son of William Philson, M.D. His wife lived in Tunbridge Wells.
