The son of Henry John Waller Barrow & Florence Ellie Macdonald, Harold Percy Waller Barrow was educated at Guys Hospital, qualifying MRCS England, LRCP London, DPH Cambridge and DTM Liverpool in 1909. He had held a commission in the Medical Services from the 28th January 1899, serving in South Africa 1900-1902, India 1902-1905, and in Jamaica 1910-1912 and 1913-1914. Serving under the rank of Major in April 1914, he took up the position of Assistant Director General of Medical Services at the War Office to direct the branch dealing with questions of sanitation, hospital accommodation, recruiting, statistics and cognate subjects. Major Barrow was promoted to Lt/Col on the 1st March 1915, and between 1916 - 1918 he served in France with the 17th Division, and then at Bareilly from 1918 to 1919, at Khyber from 1919 - 1920, and at Walpindi from 1921-1923. Lt/Col Barrow was promoted to Colonel in December 1922 and in 1924 he served as Director of Medical Services in the Western Command and at the War Office Director of Hygiene from 1924-1930. On the 6th January 1926 he was again promoted to Major General. Major General Barrow retired on the 1st May 1930 but took up the post of Colonel Commandant RAMC in 1941, he finally left the Reserve of Officers in 1943. On retirement from the Army he went to Antigua (West Indies) as Principal Medical officer. He then became the Deputy Officer of Health at Epsom. On the 19th December 1930, the London Gazette recorded that "The King has been pleased to appoint Major General Harold Percy Waller Barrow, C.B., C.M.G., D.S.O., O.B.E. (Health Officer) to be an Official Member of the Executive Council of the Presidency of Antigua." He had a card holder made of Tortoise shell and gold which was inscribed 'Antigua' and among his calling cards is one presented to him from his many friends in Antigua, in recognition of his good work, high sense of duty & cherry companionship.” The 3 Foreign Orders awarded to General Major Barrow were Belgian Ordre of the Crown 4th class in 1917, French Ordrede la Couronne 1917, and Siam Order of the Crown 2nd class 1920.
