Arthur was educated at Magnus Grammar School, Newark, and at Middlesex Hospital, qualifying M.R.C.S., L.R.C.P. in 1897. He was granted a commission in the R.A.M.C. on 21st June 1900 at the rank of Lieutenant, then served in India from 1901 to 1903. On 21st June 1903 he gained promotion to the rank of Captain, and served in Somaliland 1903 to 1904. He then returned to India, serving there from 1904 to 1907. On 21st March 1912 he was promoted to the rank of Major. On the outbreak of war Arthur was assigned to serve with the 2nd Field Ambulance, entering the war in France on 19th August 1914. On 19th December 1914 he was struck of the strength of the 2nd Field Ambulance, having proceeded to No 3 Stationary Hospital for duty at Rouen in accordance with an order from the D.D.M.S., G.H.Q. From 22nd March to 18th April 1915 he served under the rank of temporary Lieutenant Colonel. He went to Malta on 25th July 1915, and remained there until 13th August 1916 when he was invalided back to the UK. He served under the rank of acting Lieutenant Colonel on 5th October 1917, then gained the rank Lieutenant Colonel on 26th December 1917. He transferred to serve in Salonika from 1917 to 1919, then in Egypt in 1922 and Constantinople from 1922 to 1923. On 21st June 1924 he was retired with pay, and ceased to be on the Roll of Officer on 19th January 1929. He died at at Bexhill-on-Sea, Sussex.
