Herbert received his medical education at University College, London, qualifying M.R.C.S., L.R.C.P. in 1895. On 28th January 1899 he gained a commission in the Medical Services at the rank Lieutenant. He served in West Africa from 1899 to 1905, gaining the Gambia River Medal & clasp in 1901, and gaining promotion to the rank of Captain on 28th January 1902. From 1908-1911 he served in Singapore. On 28th January 1911, he gained the rank of Major. Herbert was stationed at Fort George when war was declared. He went to Woolwich and began to form No 2 Advanced Medical Stores, becoming the Commanding Officer. The Unit mobilized on the 12th August 1914, then sailed from Southampton to Rouen on 17th, and arriving the next day, he entered the war in France on 18th August 1914. Herbert served with the British Expeditionary Force until 1915 when he returned to the UK. On 1st March 1915he was promoted to the rank of Lieutenant Colonel, and he served as the officer in charge of the General Military Hospital, Colchester. In 1919 he went to India, where he died at Kamptee.
