Frank was educated at Kingswood School, Bath, and at St. Thomas's Hospital, London, qualifying M.R.C.S., L.R.C.P. He held a house appointment at Lowestoft Hospital before being appointed, in May 1908, as assistant medical officer to the Darenth Asylum. He was keenly interested in the scheme of industrial training for those with learning disabilities, and assisted wholeheartedly in making Darenth a success as an industrial colony. Four years later he gained promotion to senior post. Frank volunteered for war service on the outbreak of war but was at first rejected on medical grounds. In November 1916, he finally received a commission in the R.A.M.C. and served for a year with the Salonika Force, when he was invalided home. After working at Aldershot and at Wareham he was attached to the R.A.F. at Blandford, where he was at work until 22nd October 1918. The following day he died of pneumonia at the Burden Military Hospital, Weymouth. Frank was the youngest son of the Rev. James and Catherine Spensley of Reeth, Yorks.
