Arthur was educated at Guy's Hospital and at Cambridge, where he graduated M.B. and B.C. in 1889. Entering the navy soon after, he attained the rank of fleet surgeon on 11th November 1907, but retired before the war (1910) and settled at Reigate. He took a temporary commission as captain in the R.A.M.C. in July 1917.
